哪種即棄塑膠究竟邊樣最需要控制? 何時應該全面淘汰? 膠袋徵費實施13年後,是否需要檢視和調整? 以上問題,就是可持續發展委員會2021年管制即棄塑膠公眾參與的關鍵點。 出席兩場由可持續發展委員會舉辦的九龍和新界區會堂論壇,我和其他委員聆聽到不同持分者、街坊的意見,樂見香港人對議題的熱情不減! 論壇上,不同年紀、職業嘅市民不約而同提到公眾教育對減少即棄塑膠使用至關公要。有街市代表贊成政府取消更多膠袋豁免,他們樂意派少啲袋,但必須做好消費者教育,否則街市檔主就被市民投訴不肯派膠袋。 是次公眾參與正正希望由下而上,透過多種形式活動收集公眾意見,並引起社會討論,達到教育作用。其中最特別是黑暗中對話班底製作嘅即棄塑膠話劇,學生同長者看得投入。觀眾了解塑膠災難外,亦體驗到共融的藝術演出,為身體或心靈有障礙的演員賦權。 替代品的供應和價格同樣是討論重點。市民代表建議委員會或政策局為各種替代物料進行生命週期評估(lifecycle analysis),避免新物料帶來另類污染,甚至浪費更多能源生產。 希望大家都可以抽空填寫公眾參與問卷,令委員會廣納意見,制定最適切可行嘅方案,加快香港控制即棄塑膠嘅步伐,促進循環經濟同創造回收產業再工業化的契機。 公眾參與問卷(29/12/2021截止):https://www.susdev.org.hk/en/vcf.php 詳細公眾參與文件 – 所有概念均解釋得很清楚:https://www.susdev.org.hk/en/public-engagement.php
