哪種即棄塑膠究竟邊樣最需要控制？ 何時應該全面淘汰？ 膠袋徵費實施13年後，是否需要檢視和調整？ 以上問題，就是可持續發展委員會2021年管制即棄塑膠公眾參與的關鍵點。 出席兩場由可持續發展委員會舉辦的九龍和新界區會堂論壇，我和其他委員聆聽到不同持分者、街坊的意見，樂見香港人對議題的熱情不減！ 論壇上，不同年紀、職業嘅市民不約而同提到公眾教育對減少即棄塑膠使用至關公要。有街市代表贊成政府取消更多膠袋豁免，他們樂意派少啲袋，但必須做好消費者教育，否則街市檔主就被市民投訴不肯派膠袋。 是次公眾參與正正希望由下而上，透過多種形式活動收集公眾意見，並引起社會討論，達到教育作用。其中最特別是黑暗中對話班底製作嘅即棄塑膠話劇，學生同長者看得投入。觀眾了解塑膠災難外，亦體驗到共融的藝術演出，為身體或心靈有障礙的演員賦權。 替代品的供應和價格同樣是討論重點。市民代表建議委員會或政策局為各種替代物料進行生命週期評估（lifecycle analysis），避免新物料帶來另類污染，甚至浪費更多能源生產。 希望大家都可以抽空填寫公眾參與問卷，令委員會廣納意見，制定最適切可行嘅方案，加快香港控制即棄塑膠嘅步伐，促進循環經濟同創造回收產業再工業化的契機。 公眾參與問卷（29/12/2021截止）：https://www.susdev.org.hk/en/vcf.php 詳細公眾參與文件 – 所有概念均解釋得很清楚：https://www.susdev.org.hk/en/public-engagement.php
